| treasury     | The account of the DHF                    |
| proposal\_id | The proposal identifier                   |
| fee          | The amount paid for creating the proposal |
| fee\_symbol  | HBD                                       |

#### Description

This virtual operation is generated every time an account creates a new proposal.
